How to Enable Machine Gun Quest?
For unlocking Machine Gun quest, you should find Skippy in Cyberpunk 2077 which is on a random corpse in an alley in Vista Del Rey, a suburb of Night City. Head to the east side of Heywood. The spot appears as an undiscovered location on the map, just south of the College St fast travel point.

From the fast travel terminal, go south down the street and cross the road. Just before Saeko, you will see graffiti on a red wall near an alley. Jump over the gate and you will find Skippy lying on the ground next to a corpse.

When you first pick up Skippy, the gun introduces itself and gives you several dialogue options. After the conversation, you must choose between Stone Cold Killer and Puppy-Loving Pacifist mode.
This choice determines how the weapon behaves. Stone Cold Killer locks onto headshots and uses lethal force. Puppy-Loving Pacifist targets the legs and acts as a non-lethal option.

However, there is a catch. After 50 kills and a few in-game days, Skippy can switch modes. If you start with Stone Cold Killer, it will switch to Puppy-Loving Pacifist. If you begin with Puppy-Loving Pacifist, it usually stays there, unless you pick certain neutral dialogue options which can trigger a switch to lethal mode.
In short, your first choice often does not remain permanent, since Skippy tends to flip modes after some time.

After a few in-game days, Regina Jones from the NCPD will call you about the gun. She reveals that she is the original owner and wants it back.

Go to the meeting location she provides and decide whether to return Skippy or keep it for yourself. If you give Skippy to Regina Jones, the quest ends and you receive 7420 eddies as a reward.
Before you hand it over, check which mode the gun is locked into. Skippy is extremely powerful in Stone Cold Killer mode because it focuses on headshots. If it stays in that mode, you may want to keep it instead of turning it in. Your decision will complete the side job in Cyberpunk 2077.
