Where to Find Rod
You can get the fishing rod, named ironically Rod, in High on Life 2 after you have your Travis weapon during story progression. In the eastern part of Harbor, as marked in the picture, help this fella fisherman raise his sunken boat.

Simple as that. Just shoot the boat with Travis and see the magic happen.

Now the fisherman, ever grateful, gives you Rod.

How to Fish in High on Life 2
First things first, you need to find the right fish to catch. Remember, only go for sparkling fish that move around. Ignore non-sparkling and stationary sparkling ones.

You must tap the reel to attract fish to bite. Different fish respond to different patterns. You may want to try slow taps or double taps. That really depends on the fish. Some fish even respond to triple taps. You may want to triple tap and pause. Then triple tap again.

Some fish don’t even respond to that. Know that some fish are intentionally harder to catch. If those tapping patterns I’ve mentioned don’t work out for you, adjust accordingly until you get to the one that works to get the fish.
