But if you want to find him to do the quest, you should head over to the New Camp. Walk straight through the entrance and cross the rice fields. You will eventually hit a massive dam that looks exactly like a bridge.

How to Start the Dam Lurker Quest
Homer is freaking out because he believes a beast is gnawing at the foundation of the dam. Homer worries the whole thing will cave in if nobody stops it. Agree to help him out to start the Dam Lurker quest.

Turn around from the dam and head west. Do not walk all the way back to the camp entrance. Instead, take a left and follow the dirt road past the beautiful lake. You will quickly hit a fork in the path.

Ignore the road leading up the hill. Stick to the lower path near the water, since the Dam Lurker hangs out right on the shoreline. The monster might even spot you the second you reach the fork and charge right at you.

Warning: Keep your guard up while traveling. This area has a lot of dangerous wolves. Clear them out on your way to the lake so you can fight the Lurker one-on-one later.
How to Kill the Dam Lurker
Taking down this beast can be tough if your level is low. You need to choose your approach based on your current gear and playstyle.
The Melee Approach
A mace is the best weapon for close combat against lurkers. The blunt damage cracks right through their tough hides. Stick to side-swings during the fight, or sprint and jump off rocks to do mid-air damage. This keeps the creature at bay and prevents it from getting inside your guard.
The Ranged Approach
If you choose ranged combat, beating the Lurker becomes easier and perhaps a bit longer. Look for a large rock near the lake shore. Climb up the stone to find safety. The Lurker struggles on the steep incline and becomes helpless. Now just shoot over the edge, step back, and repeat.
Note: It usually takes around 25 arrows to finish the job. So bring plenty of ammo for this method.

The Dam Lurker Quest Rewards
Once the creature is dead, head back to the dam to deliver the good news. Homer will thank you for saving the structure and promise to get workers from the Rice Lord to begin repairs.
Homer plays it straight and will not try to swindle you like Baloros. However, he does not give you any physical items or ore as a reward. Instead, you get a solid 400 and a permanent boost to your reputation and trust within the New Camp.
Where is Homer After the Dam Lurker Quest?
Homer leaves the dam completely once you finish his mission and moves inside the main cave of the New Camp.
Head down to the lower level and stick to the left side of the cave. He usually sits by a campfire with Butch and the other bandits. Try to look for him early in the morning, around 9:00 AM. If he is not at the fire, you can usually spot him hanging out inside the local tavern.
