The second puzzle in the Blind to the World quest asks you to open a locked door. To unlock the door for the second puzzle, head upstairs to the small stone pillar facing the four bells. Here, you must shoot with arrows in the correct order.
That sounds like every other game’s bell puzzle, but here is the unusual twist: If you activate the stone pillar, you will ‘see’ the bells ring in the wrong order. The correct order is the one in the picture below. So, touch the nearby blue flowers to blind yourself temporarily. Then, activate the pillar in the dark and see/hear the correct order, which is: Second from the right, right, left, second from the left. (Like the picture below)
Note: You do not have to shoot while blind. The effects are there to give you the bell puzzle’s answer.

Fun Fact: Why is there a difference between what you see and hear? The blue flower makes you blind but boosts your hearing. And because the Lunar Goddess was blind and relied on her other augmented senses to navigate, you have to put yourself in her shoes and hear the correct solution.

Nope, you do not have to shoot while blind. You only need the temporary blindness effect to learn the true sequence. Once you know the order, you can wait for your vision to return and shoot them normally.
