Probably Stolen James Bailey: Report Him? What He Sells?

James Bailey is a Wanted customer in Probably Stolen who sells Security gear at 25% off. A report pays a 300 Credits bounty, Security +5 and an Incident Slip, but it costs you Lower Levels reputation and ends his cheap gear. Report him if you want Security reputation fast. Spare him if you resell weapons or lean on the Lower Levels.

Bailey comes from the Lower Levels, but he shows up at your window as a Lower Level Citizen. Security says he ambushes its officers. He can first visit on Day 14, or Day 5 with Skip Intro, and he returns about every 14 days while he is free. He claims his gear is 33% off, but the lot is really 25% off.

When Does James Bailey Visit and How to Spot Him

Wanted visits are random. They start on Day 14, or Day 5 if you pick Skip Intro, and Bailey is one of seven wanted criminals. The day after a wanted visit, the chance of another one is 4%. It rises by 2 points each day, and the next visit is guaranteed once 16 days pass without one. Bailey himself is listed to return about every 14 days while he is free, though the random draw means the gaps can vary. I watched a playthrough that met him after Day 54.

The label at the window reads Lower Level Citizen, not his name, so check his face. A bald man with an eyepatch and a dark jacket. Compare it with the Wanted poster that Officer Lun gives you on Day 1. If you miss him, the nightly report can name him the next morning, and you cannot go back to report that visit.

What Does James Bailey Sell?

Bailey sells security surplus gear as one lot, and the stock grows over time.

ItemWhen it appears
Stun BatonEvery visit
Sentinel Mk. III (Fair condition)Later visits: sometimes
Disposable Keycard (Security)Later visits: sometimes
Security Department Evidence LockerLater visits: sometimes (half the time a Security Department Supply Crate comes instead)
PulseGuard Stun GunLater visits: sometimes

Items marked sometimes can show up from his second visit, and their odds grow over time. They sit at 50% on Day 15 and 65% on Day 30. From Day 65 on, they always show up.

Should You Report James Bailey in Probably Stolen?

The choice comes down to Security reputation against a steady supply of cheap gear.

What You Get for Reporting Him

A correct report pays 300 Credits, Security +5 and an Incident Slip. Your starting perk can change the bounty. Model Citizen adds 50% to it, and Convict cuts it by 25%.

SetupBounty
Standard300 Credits
Model Citizen450 Credits
Convict225 Credits

What You Lose

A report costs Lower Levels reputation, because Bailey belongs to that faction. Players on reddit who skip reports cite that penalty. The arrest also removes Bailey from the pool of random wanted visitors, so his cheap gear is gone.

On his first visit, the first press of the alarm plays his plea. He promises to keep bringing you Security gear if you spare him.

High Security reputation has a catch too. A reddit player points out that thieves stop showing up once Security likes you, and stolen and contraband goods have the best margins.

What Players Do

In one video run, the player reported Bailey while chasing 100 Security reputation. The 33% offer looked worth a couple hundred Credits, but they already had a contraband supplier, so they took the 300 Credits and the Lower Levels hit. After reporting John Smith, they reached 100.

The payoff followed. Thieves stopped targeting the store, inspections ended, and Security started selling the player weapons. A PulseGuard Stun Gun cost 213 Credits, and a marketplace request offered 490 Credits plus 2 Upper Levels reputation for it. The Lower Levels reputation came back later too, after the player started testing sellers’ water and confronting anyone who sold bad water.

Reddit is split on reporting. Some players never report anyone, and others keep wanted customers as suppliers or buyers. Bailey pairs well with Odin Haraldsson, since you can buy from one and sell to the other. Odin buys weapons, ammo and supply crates, which are the kinds of things Bailey sells.

How to Report James Bailey Without a False Report

Bailey has to still be at your window when you report him.

  1. Open the Wanted poster from your inventory.
  2. Match the customer’s face to Bailey’s photo.
  3. Press and hold the teal Call Security button on the counter’s control strip for about half a second. A quick click does nothing.
  4. Wait for the button’s tooltip to change. Officers arrive and take him away, and his photo is crossed out on the poster.

A false report costs 8 Security reputation and a 50 Credits fine if you hold at least 100 Credits. The game forgives one false report every five days. On the fourth false report it warns that the next one means arrest. If you are not sure it is him, let the customer leave.
